It's difficult to overestimate the role of the oil, gas
and energy complex in the economy of Russia. According to the experts,
the sector ensures 20 % of GDP, 25 % of receipts to the federal budget
and around 25-30 % of volume of investments.
St. Petersburg can't be called a center of the oil, gas and energy complex
of Russia, but nevertheless, it promotes the development of the sector.
Year by year the city on the Neva River has remained the venue of the
St. Petersburg International Energy Forum. The Organizing Committee traditionally
includes the following people, namely: Heads of the Departments of the
Ministry of Industry and Energy of Russia, Ministry for Natural Resources
of the Russian Federation, Ministry of Agriculture of the Russian Federation,
Federal Agency for Subsoil Use, Federal Agency for Nuclear Power, and
representatives of the leading industrial companies.
The Forum will be opened on April 8 with the Plenary Session dedicated
to the issues concerning the provision of global energy security. Today
Russia holds leading positions in the volume of energy reserves (oil
6%, gas 27%, coal 17%, wood 23%). But all the factors
which today seem to be competitive advantages, may pose a threat to the
energy security of the country if we face a lack of initiatives in the
field of the energy development from renewable sources. The following
speakers will make key reports Yevgeny VELIKHOV, Academician (President
of the "Kurchatov Institute"), Anatoly LEDOVSKIKH (Head of the
Federal Agency for Subsoil Use) and Andrey KONOPLYANIK (Deputy Secretary
General of the Energy Charter).
Over 1,000 delegates from 17 world countries (Great Britain, France, Belgium,
Switzerland, Netherlands, Austria, Germany, Spain, Brazil, Argentina,
Kazakhstan, Ukraine, Belarus, Russia, Norway, Finland, Lithuania) will
take part in the conferences, seminars and round table meetings, namely
representatives of industrial enterprises, banks and investment funds,
leading scientists and analysts, representatives of non-governmental organizations.
During the three-day Forum, participants will discuss the issues relating
to both oil and gas, power industries, and the development prospects of
nuclear, thermonuclear and biofuel industries. For the first time at the
Forum the participants will discuss the issues and prospects of the offshore
oil and gas field development which requires ingenious engineering solutions,
modern technologies and experience in the field of offshore mining.
The St. Petersburg International Energy Forum has always drawn attention
of all the branches of power and business community by depth and consistency
of approach to the issues of oil, gas and energy. The year of 2008 will
be marked with the same trend. The following people will take part in
the Forum: Evgeny LUKYANOV, Deputy Plenipotentiary of the President of
the Russian Federation in the North-Western Federal District; Victor ORLOV,
Chairman of the Committee of the Federal Council for Natural Resources
and Environmental Protection; Alexey VARLAMOV, Deputy Minister for Natural
Resources of the Russian Federation; Vladimir KIRILLOV, Head of Federal
Supervisory Natural Resources Management Service; Valery GOLUBEV, Deputy

foreign guests will take part in the Forum - Bengt Lie HANSEN, President
of the Statoil Hydro Company in Russia; Peter Hobson, Senior Banker of
the European Bank for Reconstruction and Development; Ezquerro Alfonso,
Head of the Department of the Acciona Biocombustibles S.A. (Spain); Bloch
Michel, Marketing Director of the Axens IFP Group Technologies (France)
and many others.
The St. Petersburg International Energy Forum provides a unique opportunity
for the participants to share their views on the development trends within
the sector, to compare them with opinions of the leading world experts
and analysts, to obtain the viewpoints of representatives of the executive
and legislative authorities both at the federal and regional levels.
In 2008 seven International Specialized Exhibitions will be held
within the Forum covering the whole manufacturing process from exploration

business meetings with representatives of mass media are the following:
Subsoil Use Legislation and Increase of Competitiveness of Russia at the
Global Energy Markets through the Instruments of the Energy Charter. The
presentation of the Global Energy International Energy Award will also
take place within the framework of the Business Contacts Exchange.
According to the organizers, participants and guests, the 8th St. Petersburg
International Energy Forum must become a new milestone on the way towards
reforming the domestic energy industry a flagship of innovation
