7th International Forum "Russian Oil, Gas and Energy", April 10-12, 2007, St.Petersburg, Russia

11 - 13 April 2006 in St-Petersburg State Mining Institute the meetings of the 6th International Forum "Russian Oil, Gas and Energy", dedicated to the issues of the global energy market forming, Russia's fuel and energy balance optimization, reduce of gas consumption in power and household industry, hydrocarbon resources and northern territories and aquatoriums deposits developing, liquefied natural gas production, nuclear energy complex developing and investment potential of Russia.

This is one of the most reputable federal events held on an annual basis. The questions of oil and energy sector and its raw materials base developing as in Russian in common, so in its North-West region particularly are discussed during the Forum's work. The event precedes the St-Petersburg Economy Forum.

Forum is held with the support of the Committee of the Federation Council on Natural Resources and Environmental Protection as well as Russian Chamber of Commerce and Industry. Organizers of the Forum are: Federal ministries and agencies, such as Russian Academy of Sciences, Office of Russian Presidential Envoy the Northwest Federal District, Government of St. Petersburg and Leningrad Region, Gazprom JSC, United Energy System of Russia (RAO EES ROSSII), Industry Company "Kirishinefteorgsintez" Ltd as well as the leading associations and RESTEC Exhibition Company.

Boris USANOV, St. Petersburg Governor Councilor and Graham LION, Vice-President of the "Petro-Canada" company, have addressed to the guests and participants of the Forum with a greeting speech.

Oil and energy complex makes the basis of the modern society. Other economy branches activity, position of the country on the world's arena and prosperity of its society depend a lot on the effectiveness of the oil and energy complex.

The volume of investments in the energy complex is expected to triple by the year 2009 and will amount to over $ 20 billion. Investment inflow is important not only for the power industry but for economy in general since it should back the development of power plant engineering, electrotechnical industry, construction complex, scientific-and-project field.

At the present time production and transport of the energy carriers together make Russia a guarantor of the energy security of the world. The developing of the Russian Federation transport system is impossible without its North-West parts, which role in cargo traffic keeps growing. North-West is capable to provide cargo supply from both: European and Asian parts of Russia. The transportation scheme includes main pipelines, railway and disposition itself by sea. Some part of the shipment is carried out using combined schemes on several means of transport.

In the closest future a new submarine pipeline - the Northern-European Gas Pipeline - will be laid out through the bottom of the Baltic Sea. Its traffic will frame many countries with various types of state: some parts of the continental shelf of the Russian Federation, Finnish Republic, Kingdom of Sweden, Kingdom of Denmark, German Federative Republic and will go through the territorial waters of the first and last of the countries mentioned above.

Projecting, construction and exploitation of the NEGP must go with the compliance of international sea and ecological rights standard. Not only the analysis of already existing international agreements with the statements to fulfill while realizing the project is highly topical, but also estimation of the consequences that may accompany this or that legal status of the submarine pipeline.

Developing of the transport system intends not merely providing the necessary volume of the raw materials supply to the processing plants of Russia (including while constructing new processing structures), but also a free export of oil, condensate, natural gas and neighboring products on the world's market.

Today Russia provides for its internal demand on all main types of fuel at full extent. The technological structure of Russia's oil processing plants, however, does not comply with modern parameters: according to the power criteria, Russian plants stand on one of the highest position in the world, while the level of technologies is extremely out-of-date. Each ton of oil in Russia processes into 150 liters of fuel, while in the West the number is 430 liters. Total power of Russian oil processing plants is almost 1.5 times higher than the demand of the internal market. However, many plants are located very far from the consumers, which is a serious problem considering the miserable number of the modern oil products pipelines.

Entering the WTO makes Russia face the following problems: to improve the quality of oil products (introducing the Euro-4 and Euro-5 standards), to speed up the modernization of the OPP, develop new competitive technologies, catalysts and dopes, modify the legislation in the sphere of certification.

One of the strategic aims of the Oil and energy complex is to establish a reliable system of power security. Being unstable, the energy market may destabilize global markets. Globalization of the energy sector makes power security undividable. Security in the power sector means common duties, risks and profits. It is essential to elaborate the strategy of achieving the global power security, based on the long-term, reliable and ecologically rational power supply at prices affordable for the exporters and consumers.

Press conference on the issues of the "State policy and licensing as instruments of Oil and Energy Complex control; Russian oil refining industry market prospectives" took place on the 11th April in the State Mining Institute.

  6. Victor ORLOV - Chairman of the Committee of the Federation Council on Natural Resources and Environmental Protection;
  7. Vadim SOMOV - General Director of the Industry Company "Kirishinefteorgsintez" Ltd;
  8. Chan Van Hoi - Vice General Director of the Joint Venture "Vietsovpetro".

Following issues were discussed at the press conference:

  1. Construction of the natural gas liquefying plant in the Leningrad region by the "Petro-Canada" company and "Gasprom" JSC;

  2. Achieving the refining projecting power of 19.8 mln tons of oil for the Industry Company "Kirishinefteorgsintez" Ltd;

  3. The Joint Venture "Vietsovpetro" informed about the interest of the Vietnamese companies to the Russian market.

Innovative solutions, playing a significant role in power sector development and main questions of the power security and balanced potential of the energy resources were discussed during the conferences and round tables held within the frameworks of the Forum:

  • Oil and gas complex development - as a basement for the regional development (new oil and gas projects; economical effectiveness in stock preparation; mining, refining and transport; balance between internal and external gas markets; Russian gas export prospectives to the markets of Europe, USA and Asia-Pacific Region)

  • Oil refining and petrochemistry (market prospectives for the local oil refining industry after entering the WTO; changes in the market structure; practical use of the scientific potential and its compliance with the real demands)

  • Shoreline areas: hydrocarbon export, seaport freight transfer complexes and environmental protection

  • Problems with the raw materials supply to the nuclear industry

  • Legislative base for the use of natural resources within the territories with different state structure

  • Legal aspects of the city constructing and transport policy at the shoreline areas

  • Oil and gas complex development tasks in the North-West of Russia

  • Legal aspects of the Northern-European Gas Pipeline

Over 800 delegates have participated in the Forum: leadership of ministries and agencies, state administration authorities, oil, gas and energy enterprises, industrial enterprises, banks and investment funds, design and research institutes as well as educational establishments.

The following specialized exhibitions were held within the framework of the forum in Lenexpo Fairgrounds in Gavan: Neftegasexpo, Atomtech, Oil Refining and Petrochemical Industries, PLASTEC, Auto Filling Complex.

Total square of the exposition amounted to over 4 000 sq.m. The participants signed 7 protocols, contracts and agreements during the Forum. According to the registration data, over 8 585 people have visited the exhibition. Those are the specialists from all over Russia, CIS-countries (Ukraine, Belarus), Lithuania, Vietnam, Canada, USA, Finland, China, Germany and Italy.
