FUEL AND ENERGY COMPLEX OF RUSSIA: REGIONAL ASPECTS

From 6 to 9 April 2004 the 4th International Forum "Fuel and Energy Complex of Russia: Regional Aspects" was held in St.Petersburg State Mining Institute. This forum is dedicated to oil extraction problems, implementation of efficient extraction projects, formation of state monitor digging system.

The Forum registered more than 450 delegates: representatives of the government of the Russian Federation, ministries and authorities, regional administrations, heads and specialists of research institutes, universities, geological, mining, oil and gas, fuel and energy companies. The Forum program included the plenary meeting, conferences and round tables meetings, devoted to the activity of enterprises of fuel and energy branch, as well as the exhibitions Neftegasexpo, Oil Refining and Petrochemical Industry, Northwest Auto Filling Complex.

The Forum participants received the greeting address from Yury TRUTNEV, Minister of Natural Resources of the Russian Federation; Alexei MILLER, Gazprom, Chairman of the Board; Ilya KLEBANOV, President’s Authorized Representative in the Northwestern Federal District; Valentina MATVIENKO, Governor of St.Petersburg; Valery SERDYUKOV, Governor of Leningrad region.

At the Forum plenary meeting the papers were delivered by Rinat MURZIN, Ministry of Natural Resources of the Russian Federation, Head of Department; Vyacheslav KRAVCHENKO, Ministry of Economic Development and Trade of the Russian Federation, Head of Department for Monopoly Restructuring; Alexei KONTOROVICH, Member of the Russian Academy of Sciences (RAS), Chairman of Research Council of the Russian Academy of Sciences for Geology and Oil Extraction, Director of Oil and Gas Geology Institute; Vladimir LITVINENKO, St.Petersburg State Mining Institute, Rector; Valery GARIPOV, Chamber of Commerce and Industry of the Russian Federation, Chairman of the Subcommittee for Development of Oil Industry; Lyubov SOVERSHAEVA, Deputy President’s Authorized Representative in the Northwestern Federal District; Yevgeny SHAROV, Rosenergoatom, Deputy Head of the Department for Analysis and Efficient Planning, Victor BARANOV, Union of Independent Gas Producers, President; Elena KORZUN, Assoneft Association, Director General; Oleg ASHIKHMIN, Russian Fuel Union, First Vice President.

The reports were dedicated to Energetic Strategy of Russian Federation, main directions of development of the world and Russian fuel and energy industry, system constituent projects of Fuel and Energy Complex (FEC) in economy, investment potential of Russian resources, restructuring of Russian energy sector, strategic objectives for short- and middle-term programs, role and position of atomic energy in energetic balance, antimonopoly regulation and general legal questions of FEC.

The specialized conferences, seminars and round table meetings covered the following issues: tools and required measures for implementation of the energy strategy adopted in Russia, key development trends of the world and Russian oil and energy sector, system constituent projects of fuel and energy complex in federal districts, investment potential and ways of restructuring of Russian energy sector, antimonopoly regulation and key legal issues of fuel and energy complex. The papers delivered at the forum provided exhaustive description of the state, critical problems and development opportunities of fuel and energy complex in Russia.

The specialized exhibitions Neftegasexpo, Oil Refining and Petrochemical Industry, Northwest Auto Filling Complex were held at the forum in Mikhailovsky Manege. They covered the interconnected oil and gas, oil and chemistry, fuel and servicing market.

The exhibitions of the Forum included the expositions of enterprises of the Ministry of Natural Resources of the Russian Federation, Gasprom, Surgutneftegas, Kirishinefteorgsitez Production Company, Lukoil–Permnefteorgsintez, Uralkhimmash, United Catalist Company, Lukoil-Northwest-nefteproduct, Balt-Trade, Tri E, Festo, Sumsk Scientific and Production Company named after Mikhail Frunse, Angarsk Catalyst and Organic Synthesis Plant”, Kamyshinsky Test Plant, Uraltechstroy-Tuimazykhimmash, Catalyst Institute, Ufaoil, Olkat Azovmash, Spectrol, Mir-M, Sinopec Int., Tuthil, Geofizika Cracow, Armavir Machine Building Palnt, ARP-komplect – Oil Pumping Technologies, Kurgankhimmash, Uralkhimmash, Podzemstroyreconstrukzia and many others.

The exhibition registered 72 companies from Russia, Belarus, Ukraine, Tatarstan, Bashkortostan, Italy, China, Poland. The total exhibition space was over 2200 sqm. During the Forum period the participants entered into 10 agreements. About 90% of participants expressed their intention to take part in the exhibitions of 2005.

According to the registration data the exhibitions were visited by 5 285 specialists from all regions of Russia, CIS (Belarus, Kazakhstan, Ukraine, Bashkortostan), Lithuania, Iran, Finland, Poland, China.

The Forum resolution submit to the government of the Russian Federation, ministries and authority, regional governments, and all participants registered. In 2005 the St.Petersburg Forum will be held from 4 to 7 April.
