St.Petrsburg International Energy Forum will
feature a meeting of Energy Sector Development Council under the
jurisdiction of the Plenipotentiary of the President of the Russian
Federation in the North-Western Federal Region
On March 26, 2009 the Energy Sector Development Council board will
hold a meeting under the jurisdiction of the Plenipotentiary of
the President of the Russian Federation in the North-Western Federal
Region within the framework of the 9th St. Petersburg International
Energy Forum in Saint-Petersburg. The meeting will cover energy
efficiency issues. Ilya Klebanov, the Plenipotentiary of the President
of the Russian Federation in the North-Western Federal District
will chair the session. Heads of the supreme government executive
offices of constituent units of the Russian Federation within the
North-Western Federal Region, heads of fuel and energy companies
and other economic entities on the territory of the North-Western
Federal District will attend the meeting.
After the meeting its participants will visit the Exhibitions of
the St. Petersburg International Energy Forum.

The Coordination Council was established in 2008 to carry out the
national policy in the fields of fuel and energy sector, federal
and local executive offices activity management, governmental entities
of constituent units of the Russian Federation and business of the
North-Western Federal District.

Official Delegation of the Yamalo-Nenets Autonomous
District
Yamalo-Nenets Autonomous District, implementing the Agreement on
Trade-Economic, Scientific-Technical, Social and Cultural Cooperation
between Regions, participate in the 8th St. Petersburg International
Energy Forum.
A.A. Ponomarev, the First Deputy Director of the Department for
Natural Resources Regulation and Oil and Gas Sector Development,
will head the delegation of representatives of Yamalo-Nenets administrative
establishments and business communities. Participation of the District
in the Forum will foster establishment of direct business contacts.
The Yamalo-Nenets Autonomous District was established on December
10, 1930 and is by right considered the arctic treasury of Russia.
By the amount of investments, it is one of the leading Russian regions.

Pressing issues of energy machine building sector
The "Pressing Issues of Power Machine Building
Sector" Round Table Meeting will be held on 9 April within
the frameworks of the St. Petersburg International Energy Forum
2008.
The Round Table will feature discussion of such topics as power
generation operating thermal power plant or one under construction,
electric power transformation - networks and transfer, power machine
building production, Customer-Producer relations issue etc. Top

Mobile Communications Center
The Mobile Communications Center on the base of HYMER FIAT is designed
to provide fuel and energy companies with a possibility of continuous
work and serve as accommodation for employees during field trips.
The Center will serve as transport for company top management trips
and will provide continuous telephone connection and possibility
of data transfer in motion as well as serve as a rescue alarm station
in case of emergency and during emergency rehabilitation works.
The Mobile Communications Center offers all conditions for work
and comfortable accommodation for up to 4 people in field conditions.

Business meetings with key speakers of the Plenary Session
Business meetings with key speakers of the Plenary
Session are to be held within the St. Petersburg International
Energy Forum "Business Contacts Exchange" on April
8, 9 (Hall 5).
April 8: Valery Golubev, Deputy Chairman of the Board of
Gazprom OAO, will answer the questions of Forum participants and
invited journalists concerning Gazprom's energy security activity.
April 9: several meetings featuring discussion of industry's
pressing problems are planned.
Victor Orlov, Chairman of the Federation Council Committee
for Natural Resources and Environmental Protection, will tell about
the subsoil use legislation.

Alexey Varlamov (Deputy Minister for Natural Resources of
the Russian Federation),
Alexey Kontorovitch (Academician of the Russian Academy of

to success
For the fist time the St. Petersburg International Energy Forum
will feature Business Contacts Exchange that will be open
on 9-10 April at the Hall 5 of Lenexpo Fairgrounds.
Business Contacts Exchange is to open up new possibilities for efficient
business. It is a meeting point for suppliers and consumers of fuel
and energy products. Participants of the Exchange will have a unique
opportunity to hold all planned meetings and do direct business
within the frameworks of the largest industry event such as the
St. Petersburg International Energy Forum.
Business Contacts Exchange programme also includes presentations

Attention of speakers!
Keeping in mind growing interest to Forum, speakers' requests,
as well as aspiration for the most complete overview of Forum's
materials, the Organising Committee has decided to publish Forum's
Proceedings in followup of 8th St.Petersburg Energy Forum.
In Forum's Proceedings the decision of the Forum will be also included.
Thus, deadline for submitting the abstracts for publication is
prolonged till April 10, 2008. In technical requirements to
the paper submission all corresponding changes and comments have
been included.
Secretariat is earnestly asking you to bring the materials for publication
on CD or Flash drive to the Forum and give it to the Secretariat
in the Forum's period.
Please pay attention that deadline for submitting the conference
application forms for speakers - March 11, 2008.

Forum`s working meeting with KINEF
In late January, the working meeting on events within the 8th St.
Petersburg Energy Forum was held at the oil refining enterprise
KINEF Ltd. ("Kirishinefteorgsintez"). It is agreed that
the leading experts of KINEF make reports at the Conference "Russian
Oil Refining at the Modern Stage".
KINEF Ltd. usually takes part at the exhibition "Oil Refining
and Petrochemical Industries", which is also held at Lenexpo
Fairgrounds, hall 3, 8-10 April 2008.
Ref: KINEF Ltd. is the sole refinery in the North-West, producing
oil products of around 80 brand names including clear automobile
gasoline, Diesel fuel, jet engine fuel, black oil fuel, oil asphalts,

New aspects of the Russian shelf development
to be discussed
Keeping in mind the multiple inquiries of specialists and the growing
interest to the offshore problem, the Organising Committee has decided
to include round-table meeting "Russian Offshore Development:
New Aspects" in the Forum's program.
Round table meeting on this subject will be held within the frames
of the Forum for the first time. It is to highlight the legislation
and legal aspects, technical and technological difficulties of deposit
development, including sea constructions for the arrangement and
exploitation of oil and gas deposits, submerged structures and pipelines,
environmental protection.

SPEF 2008 points an energy safety problem
The opening plenary session of the St. Petersburg Energy Forum
2008 will feature the most up-to-date and burning issue of global
energy safety.
This challenge engages not only the key exporters of energy resources,
but the entire market. During 3 working days the delegates will
discuss the issues of oil and gas industry development, perspectives
of atomics, bio energetics and electrical power industry.

SPEF 2008 will feature a meeting of the Intergovernmental
Council for Exploration, Use and Conservation of CIS Countries'
Subsoil Resources
An interim meeting of the Intergovernmental Council
will be held under the auspices of A. P. Karpinsky Russian Geological
Research Institute (VSEGEI) as of the results of 11th session of
the Intergovernmental Council for Exploration, Use and Conservation
of Subsoil Resources and the Schedule of Exhibition Events, Conferences
and Meetings of the Federal Subsoil Resources Management Agency.
The meeting will be devoted to the current performance of the Intergovernmental
Council, as well as to joint participation in the work of the 33rd
International Geological Congress (August of 2008, Oslo, Norway).

Resources Management Agency
The Federal Subsoil Resources Management Agency ("Rosnedra")
has announced its participation in the Forum, held 8-10 April 2008
and informed that "Rosnedra" will take part in conference
work and round table "State and Problems of Geological Study
of Subsoil Resources and Reserve Replacement" together with
its subordinate institutes.
A. A. Ledovskikh, Head of the Federal Subsoil Resources Management
Agency, has joined the Organising Committee as its co-chairman.
